A DSCR (debt service coverage ratio) loan lets Virginia investors qualify using the rent a property earns instead of personal tax returns, W-2s, or pay stubs. If the rent covers the mortgage payment, taxes, insurance, and any HOA dues, the property can usually carry its own loan. That makes DSCR financing a natural fit for self-employed investors, people growing past conventional loan limits, and anyone buying in an LLC.
Broker Buddy shops DSCR programs from multiple wholesale lenders for single-family homes, 2–4 unit properties, condos, townhomes, and short-term rentals across Virginia's 95 counties and 38 independent cities — purchases, rate-and-term refinances, and cash-out refinances.
Each DSCR lender writes its own rulebook, but most Virginia rental loans fit inside these ranges. We compare several wholesale programs side by side, so a guideline that stops a deal in one place is often fine somewhere else.
| Guideline | Typical range in Virginia |
|---|---|
| Credit score | Many programs begin around 620–660; 700+ earns the most leverage and the best pricing |
| Down payment / LTV | Typically 20–25% down (up to 80% LTV) for purchases and rate-and-term refinances; cash-out generally caps near 75% LTV, with a few programs reaching 85% for strong-credit borrowers |
| Minimum DSCR | 1.00 is the common target; some programs accept 0.75–0.99, and no-ratio options exist |
| Reserves | Often 3–6 months of PITIA after closing; higher-balance Northern Virginia loans may require more |
| Loan size | Minimums commonly start at $75,000–$100,000, which also lines up with Virginia's tighter prepayment cap on loans under $75,000; jumbo DSCR covers pricier Arlington, Alexandria and Fairfax homes |
| Property types | Single-family, 2–4 units, condos, townhomes and short-term rentals; select programs cover 5–10 units and mixed-use. Northern Virginia condos may face a project review on HOA budgets and investor concentration |
| City vs. county | Lenders underwrite to the actual locality's tax bill, so confirm whether the address sits in an independent city or a county before you estimate PITIA |
| Who can borrow | Individuals or an LLC registered with the SCC; first-time investors are eligible on many programs |
| Time to close | Roughly 3–5 weeks once the appraisal is ordered |
Guidelines shift often and differ by lender, credit profile and property. To see where your deal lands, run it through our DSCR calculator or compare how 30-year, 40-year, interest-only and ARM terms move your payment and ratio.
Virginia's rental demand is spread across federal, military, technology, and university employers from Northern Virginia to Hampton Roads, so investors aren't relying on a single industry. Demand comes from several directions at once:
Virginia's rental demand changes a lot between the D.C. suburbs, the coast and the mountains. Here's how investors usually break the state down — run the numbers on any address before you make an offer.

Lenders qualify DSCR loans using the lower of the current lease or an appraiser's market-rent estimate, so it helps to know where local rents sit before you make an offer. HUD's Fair Market Rents are a useful, neutral starting point:
| Metro area | 2-bedroom | 3-bedroom | 4-bedroom |
|---|---|---|---|
| Washington-Arlington-Alexandria (Northern Virginia) | $2,438 | $3,107 | $3,658 |
| Virginia Beach-Norfolk-Newport News | $1,667 | $2,298 | $2,710 |
| Richmond | $1,651 | $2,039 | $2,499 |
| Charlottesville | $1,642 | $1,997 | $2,458 |
| Winchester | $1,505 | $1,895 | $2,516 |
| Roanoke | $1,464 | $2,022 | $2,447 |
| Blacksburg-Christiansburg-Radford | $1,340 | $1,783 | $2,048 |
| Harrisonburg | $1,264 | $1,728 | $2,034 |
| Staunton-Stuarts Draft | $1,199 | $1,634 | $1,798 |
| Lynchburg | $1,117 | $1,547 | $1,678 |

Here's a simplified look at how a lender would calculate DSCR on a three-bedroom single-family rental in the Richmond area (Henrico County):
| Purchase price | $300,000 |
| Down payment (20%) | $60,000 |
| Loan amount | $240,000 |
| Principal & interest (30-yr fixed, 7.25% example rate) | $1,637 / mo |
| Property taxes (estimate) | $212 / mo |
| Homeowners insurance (estimate) | $115 / mo |
| Total housing payment (PITI) | $1,964 / mo |
| Monthly rent (HUD 3-bedroom benchmark) | $2,039 / mo |
| DSCR = $2,039 ÷ $1,964 | 1.04 |
A DSCR of 1.0 or higher means the rent covers the full payment, which qualifies with most lenders. At 1.04 this example clears that bar, but not by much; a larger down payment or a property with stronger rent would push it toward 1.20, where pricing typically improves. Some programs also go below 1.0 with a larger down payment and stronger credit. The rate, taxes, and insurance shown are illustrations only — request a quote for numbers on your property.
Plug in your own Henrico or Richmond-area numbers with the DSCR calculator, or see whether an interest-only or 40-year term widens a thin margin above 1.00.
Virginia generally allows standard prepayment penalties on business-purpose DSCR loans of $75,000 or more. The state's statutory caps are aimed elsewhere: first-lien loans under $75,000 are limited to a 1% penalty (Code of Virginia § 6.2-421), and loans on a home occupied by the borrower are limited to 2% (§ 6.2-422). Because DSCR loans finance non-owner-occupied rentals and are usually well above $75,000, step-down options are typically available.
Choosing a prepayment penalty usually lowers your rate; choosing no penalty gives you the freedom to sell or refinance at any time. We'll price both ways so you can compare.
| Prepay option | How it works | Best for |
|---|---|---|
| 5-year step-down (5-4-3-2-1) | Penalty is 5% of the balance paid off in year 1, falling 1% each year to 0% after year 5. | Long-term buy-and-hold; lowest rate |
| 3-year step-down (3-2-1) | 3% in year 1, 2% in year 2, 1% in year 3, then none. | A balance of rate and flexibility |
| Six months' interest | Penalty is capped at six months of interest on 80% of the original principal balance. | Investors who want a smaller, predictable penalty |
| No prepayment penalty | Sell or refinance any time with no penalty, usually at a higher rate. | Flips-to-rentals, BRRRR, short holds |
Virginia doesn't levy a state real estate tax. Each county and independent city assesses property at fair market value and sets its own rate per $100 of value (Code of Virginia § 58.1-3201). Rentals are taxed the same way as owner-occupied homes, but reassessment schedules differ by locality, so check the current assessment and rate rather than relying on the seller's last bill. Because independent cities are separate from the counties around them, a home in a city like Richmond or Norfolk pays city tax only. Any tax relief the seller received, such as for elderly or disabled owners, won't carry over to you.
Norfolk, Virginia Beach, Chesapeake, Hampton, and the rest of Hampton Roads see hurricanes, nor'easters, and frequent tidal flooding, which can raise insurance costs and affect your DSCR. Check the flood zone of any address on the FEMA Flood Map Service Center before you make an offer. The Virginia Bureau of Insurance at the State Corporation Commission regulates insurers and can answer consumer questions.
Virginia's retail sales tax applies to short-term lodging, and many localities add a transient occupancy tax collected through the local Commissioner of the Revenue. Accommodations intermediaries such as Airbnb and Vrbo collect the state sales tax on the total charge for the stays they book. See Virginia Tax: Retail Sales Tax on Accommodations. Local rules vary widely: Virginia Beach requires an annual short-term rental zoning permit for whole-home rentals, allows them throughout Sandbridge, and requires a conditional use permit for new rentals in its Oceanfront overlay district; elsewhere in the city generally only grandfathered properties qualify. Fairfax County allows short-term lodging only in the operator's permanent residence, for up to 60 nights a year.
Long-term rentals are governed by the Virginia Residential Landlord and Tenant Act (Code of Virginia, Title 55.1, Chapter 12). Under § 55.1-1226, a security deposit can't exceed two months' rent, and the landlord must return it with an itemized list of any deductions within 45 days after the tenancy ends. You can read the current code on the Virginia Legislative Information System.
Starting July 1, 2026, a Virginia landlord's written notice for unpaid rent must give the tenant 14 days to pay before the lease can be terminated, up from 5 days. Older pay-or-quit forms should be replaced, and the longer window is worth building into your vacancy and collections assumptions. Sources: Va. Code § 55.1-1245 and Virginia REALTORS®.
Virginia has no statewide rent control, and the Virginia Residential Landlord and Tenant Act supersedes local ordinances on landlord-tenant relations, so rent increases are set by your lease and the market rather than a city cap. Source: Va. Code § 55.1-1201.
Virginia taxes net rental income at its graduated individual rates, topping out at 5.75% on taxable income over $17,000, and non-residents who own Virginia rentals generally file a non-resident return. Your CPA can explain how depreciation and LLC pass-through treatment affect your bill. Source: Virginia Department of Taxation.
Many Virginia investors hold rentals in an LLC for liability protection, and DSCR loans can close directly in the entity's name. Virginia LLCs are formed with the Clerk's Office of the Virginia State Corporation Commission and pay an annual registration fee to stay active. Talk to your attorney or CPA about the right structure for your situation.
In Virginia, real estate is assessed by each county and independent city, not by the state. The office may be called the Real Estate Assessor, Department of Tax Administration, or Commissioner of the Revenue. Use these official offices to look up a property's assessed value, tax rate, and parcel details before you make an offer:
| Locality | Major communities | Assessment office |
|---|---|---|
| Fairfax County | Reston, Annandale, Centreville, McLean | Department of Tax Administration |
| Prince William County | Woodbridge, Dale City, Gainesville | Real Estate Assessments |
| Loudoun County | Leesburg, Ashburn, Sterling | Real Estate Assessment |
| Chesterfield County | Chester, Midlothian | Real Estate Assessments |
| Henrico County | Glen Allen, Short Pump, Highland Springs | Real Estate Assessment Division |
| Richmond (city) | Richmond | Assessor of Real Estate |
| Newport News (city) | Newport News | Real Estate Assessor |
| Alexandria (city) | Alexandria | Office of Real Estate Assessments |
| Spotsylvania County | Spotsylvania Courthouse, Lake Anna area | Assessment Office |
| Hampton (city) | Hampton | Assessor of Real Estate |
| Suffolk (city) | Suffolk | Real Estate Assessor |
Other localities: Virginia Beach, Chesapeake, Norfolk, Arlington County, Stafford County, and every other county and city run their own assessment offices; find them on the locality's official website, and confirm whether an address is in a county or an independent city before you look it up.
Virginia investors use DSCR financing for more than a standard 30-year purchase. Explore the option that fits your plan:
Most DSCR programs require 20–25% down on a purchase. Select programs allow less with strong credit and a higher DSCR. Short-term rentals and properties with a DSCR under 1.0 usually need more down.
They can. Virginia generally permits standard prepayment penalties on business-purpose loans of $75,000 or more, such as 5-4-3-2-1 or 3-2-1 step-downs; loans under $75,000 are capped at 1%. You can also choose a loan with no prepayment penalty, typically at a slightly higher rate.
Yes, on eligible programs. Lenders use your booking history or a short-term rental market analysis for the property. This is popular for Sandbridge, the Shenandoah Valley, and Smith Mountain Lake properties. Check local zoning first — Virginia Beach and Fairfax County, for example, restrict where and how short-term rentals can operate.
Yes. DSCR loans can close in the name of an LLC or corporation, with the owners signing a personal guarantee.
Yes. Virginia's 38 independent cities are separate from the surrounding counties, with their own tax rates, assessors, and rental rules. A home in a city pays city real estate tax only, so confirm which locality an address is in before you estimate taxes or check short-term rental rules.
Yes. DSCR cash-out refinances let you pull equity from a rental you already own to fund your next purchase, again qualifying on the property's rent.
Many DSCR programs start around a 620 to 660 credit score. Scores of 700 and above usually qualify for the highest loan-to-value and the best pricing, while lower scores typically need a larger down payment.
Yes. Many DSCR programs allow first-time investors, although some short-term rental and 5-10 unit programs require prior ownership experience. We match you with a lender whose rules fit your background.
For notices given on or after July 1, 2026, Virginia law requires a written notice giving the tenant 14 days to pay before the lease can be terminated. Confirm current forms and procedures with a Virginia attorney.
Often, yes, but condos add a project review on top of the property review. Lenders look at the HOA budget, reserves, litigation and how many units are investor-owned, so ask the HOA for its questionnaire early.
Tell us about the property and we'll shop multiple DSCR lenders — with and without a prepayment penalty — so you can compare. No credit check to see your options.
