A DSCR (debt service coverage ratio) loan lets West Virginia investors qualify using the rent a property earns instead of personal tax returns, W-2s, or pay stubs. If the rent covers the mortgage payment, taxes, insurance, and any HOA dues, the property can usually carry its own loan. That makes DSCR financing a natural fit for self-employed investors, people growing past conventional loan limits, and anyone buying in an LLC.
Broker Buddy shops DSCR programs from multiple wholesale lenders for single-family homes, 2–4 unit properties, condos, townhomes, and short-term rentals across all 55 West Virginia counties — purchases, rate-and-term refinances, and cash-out refinances.
DSCR programs each set their own terms, but most West Virginia rental loans land inside the ranges below. We compare multiple lenders at once, which matters in a state where lower price points can bump into some programs' minimums.
| Guideline | Typical range in West Virginia |
|---|---|
| Credit score | Many programs open around 620–660; 700+ earns the most leverage and the best pricing |
| Down payment / LTV | Typically 20–25% down (up to 80% LTV) for purchases and rate-and-term refinances; cash-out usually caps near 75% LTV |
| Minimum DSCR | 1.00 is the common target; some programs accept 0.75–0.99, and no-ratio options exist |
| Reserves | Often 3–6 months of PITIA after closing |
| Loan size | Minimums often start at $75,000–$100,000, and some programs also set a minimum property value. With many West Virginia homes selling for under $150,000, loan size is often the first thing to check |
| Property types | Single-family, 2–4 units, condos, townhomes and short-term rentals; some programs take 5–10 units and mixed-use. Rural homes on larger acreage or with private wells may face extra limits |
| Taxes in the ratio | Lenders budget property tax at the rental (Class III or IV) rate, not the seller's owner-occupied bill |
| Who can borrow | Individuals or an LLC registered in West Virginia; first-time investors are eligible on many programs |
| Time to close | Roughly 3–5 weeks once the appraisal is ordered |
Guidelines shift often and differ by lender, credit profile and property. To see where your deal lands, run it through our DSCR calculator or compare how 30-year, 40-year, interest-only and ARM terms move your payment and ratio.
West Virginia has some of the lowest home prices in the country, so modest rents can still cover the full payment. Growth is concentrated in a few areas — the university towns, the Charleston and Huntington corridor, and the Eastern Panhandle — and demand comes from several directions:
West Virginia's low entry prices make it a cash-flow state, but demand is concentrated in a handful of areas. Here's how investors tend to sort them — check the numbers on any specific address before you offer.

Lenders qualify DSCR loans using the lower of the current lease or an appraiser's market-rent estimate, so it helps to know where local rents sit before you make an offer. HUD's Fair Market Rents are a useful, neutral starting point:
| Metro area | 2-bedroom | 3-bedroom | 4-bedroom |
|---|---|---|---|
| Jefferson County (Charles Town) | $1,376 | $1,879 | $2,300 |
| Martinsburg (Berkeley Co.) | $1,215 | $1,682 | $1,913 |
| Morgantown | $1,143 | $1,404 | $1,704 |
| Putnam County | $1,091 | $1,500 | $1,542 |
| Charleston | $1,048 | $1,324 | $1,377 |
| Wheeling (WV-OH) | $1,009 | $1,300 | $1,436 |
| Weirton-Steubenville (WV-OH) | $1,007 | $1,298 | $1,514 |
| Huntington-Ashland (WV-KY-OH) | $1,006 | $1,287 | $1,393 |
| Parkersburg-Vienna | $974 | $1,214 | $1,281 |
| Raleigh County (Beckley) | $972 | $1,346 | $1,408 |

Here's a simplified look at how a lender would calculate DSCR on a three-bedroom single-family rental in the Charleston area:
| Purchase price | $160,000 |
| Down payment (20%) | $32,000 |
| Loan amount | $128,000 |
| Principal & interest (30-yr fixed, 7.25% example rate) | $873 / mo |
| Property taxes (estimate) | $213 / mo |
| Homeowners insurance (estimate) | $100 / mo |
| Total housing payment (PITI) | $1,186 / mo |
| Monthly rent (HUD 3-bedroom benchmark) | $1,324 / mo |
| DSCR = $1,324 ÷ $1,186 | 1.12 |
A DSCR of 1.0 or higher means the rent covers the full payment, which qualifies with most lenders. Ratios at 1.20 and above typically earn better pricing, and some programs go below 1.0 with a larger down payment and stronger credit. Keep in mind that many lenders have minimum loan amounts, which can matter on lower-priced West Virginia properties. The rate, taxes, and insurance shown are illustrations only — request a quote for numbers on your property.
Run your own Charleston-area numbers, using the rental tax class, in the DSCR calculator, or see how an interest-only or 40-year term changes a 1.12 ratio like this one.
West Virginia's residential mortgage lending law, which gives borrowers the right to prepay at any time, applies to loans made primarily for personal, family, or household use. A business-purpose DSCR loan on an investment property generally falls outside that definition, so many DSCR lenders offer standard prepayment penalties in West Virginia. Lender policies do differ here: some cap the penalty's length or amount on West Virginia loans, and a few programs don't offer a prepay option in the state at all. Choosing a prepayment penalty usually lowers your rate; choosing no penalty gives you the freedom to sell or refinance at any time. We'll price both ways so you can compare.
| Prepay option | How it works | Best for |
|---|---|---|
| 5-year step-down (5-4-3-2-1) | Penalty is 5% of the balance paid off in year 1, falling 1% each year to 0% after year 5. Offered by lenders whose West Virginia programs allow it. | Long-term buy-and-hold; lowest rate |
| 3-year step-down (3-2-1) | 3% in year 1, 2% in year 2, 1% in year 3, then none. | A balance of rate and flexibility |
| Shorter or reduced prepay (e.g., 1–2 years, or a flat 1%) | A smaller penalty for a shorter period; some lenders use this structure as their West Virginia limit. | Investors who want a smaller, predictable penalty |
| No prepayment penalty | Sell or refinance any time with no penalty, usually at a higher rate. | Flips-to-rentals, BRRRR, short holds |
West Virginia assesses property each year as of July 1 at 60% of its market value. A home the owner lives in is Class II property, while a rental is Class III (outside a city or town) or Class IV (inside one). State law caps combined levy rates at $1.00 per $100 of assessed value for Class II, but $1.50 for Class III and $2.00 for Class IV, so a rental inside city limits can be taxed at up to roughly double the rate of an owner-occupied home. When you underwrite a purchase, recalculate taxes at the rental class rather than relying on the current owner's bill. See the West Virginia State Tax Department's property tax page for how assessments work.
Many West Virginia towns sit in narrow river valleys, so flash flooding is a real risk; check the flood zone of any address on the FEMA Flood Map Service Center before you make an offer. West Virginia also has a state mine subsidence program: in most counties, property policies include mine subsidence coverage (at a separate premium, up to a $200,000 limit) unless the owner waives it, while in 15 counties — including Berkeley, Cabell, Jefferson, and Wood — it's available on request. The West Virginia Offices of the Insurance Commissioner has consumer guidance on homeowners and flood coverage.
West Virginia counties and cities may levy a hotel occupancy tax of up to 6% on stays of less than 30 days, and short-term lodging is also generally subject to the state's consumers sales tax. If Airbnb or Vrbo collects and remits these taxes for your bookings, you may not need to file them yourself, but direct bookings do require it. Details on state sales tax are on the West Virginia State Tax Department sales and use tax page. Local zoning and business-license rules for short-term rentals vary by city and county, so check with the local government before you buy, especially in tourism areas.
Long-term rentals are governed by West Virginia Code Chapter 37, Article 6 (Landlord and Tenant), with security deposits covered in Article 6A. State law doesn't set a maximum deposit amount. The landlord must return the deposit, with a written itemization of any deductions, within 60 days after the tenancy ends — or within 45 days after a new tenant moves in, if that comes first. You can read the current code on the West Virginia Legislature's code site.
West Virginia's wrongful-occupation statute lets an owner file a petition in magistrate or circuit court when a tenant falls behind on rent, without a separate pre-filing notice, and the court must set the hearing no less than 5 and no more than 10 judicial days after filing. Lease terms and the type of tenancy still matter, so have a West Virginia attorney review your lease and process. Source: W. Va. Code § 55-3A-1.
West Virginia has no statewide rent control law, so rent increases at renewal are governed by your lease and the market.
West Virginia taxes net rental income at its graduated personal income tax rates. Senate Bill 392, signed in March 2026, cut those rates retroactive to January 1, 2026, bringing the top rate to 4.58%. Your CPA can explain how depreciation and LLC pass-through rules affect your actual tax. Source: West Virginia Tax Division.
Many West Virginia investors hold rentals in an LLC for liability protection, and DSCR loans can close directly in the entity's name. West Virginia LLCs are formed with the West Virginia Secretary of State's Business Division. Talk to your attorney or CPA about the right structure for your situation.

West Virginia investors use DSCR financing for more than a basic 30-year purchase. Explore the option that fits your plan:
Most DSCR programs require 20–25% down on a purchase. Select programs allow less with strong credit and a higher DSCR. Short-term rentals and properties with a DSCR under 1.0 usually need more down.
They can. Business-purpose investment loans in West Virginia often allow step-down prepayment penalties such as 5-4-3-2-1 or 3-2-1, though some lenders cap the term or amount in the state. You can also choose a loan with no prepayment penalty, typically at a slightly higher rate.
Yes, on eligible programs. Lenders use your booking history or a short-term rental market analysis for the property. This is popular for cabins near New River Gorge, Snowshoe, Canaan Valley, and Harpers Ferry.
Yes. DSCR loans can close in the name of an LLC or corporation, with the owners signing a personal guarantee.
It covers damage from the ground settling over old underground mines. In most West Virginia counties, property policies include it at a separate premium unless you waive it; in 15 counties, including Berkeley, Cabell, Jefferson, and Wood, you have to request it. Given the state's mining history, it's worth asking your insurance agent about it for any rental you buy.
Yes. DSCR cash-out refinances let you pull equity from a rental you already own to fund your next purchase, again qualifying on the property's rent.
Many DSCR programs start around a 620 to 660 credit score. Scores of 700 and above usually qualify for the highest loan-to-value and the best pricing, while lower scores typically need a larger down payment.
Most DSCR programs set a minimum loan amount, commonly around $75,000 to $100,000, and some also require a minimum property value. If your purchase price is low, we look for programs with smaller minimums or suggest bundling properties.
Yes. Many DSCR programs allow first-time investors, although some short-term rental and 5-10 unit programs require prior ownership experience. We can match you with a lender whose rules fit your experience.
Under W. Va. Code 55-3A-1, the court sets a wrongful-occupation hearing 5 to 10 judicial days after the petition is filed. Actual timing depends on the county court's calendar and any defenses the tenant raises.
Tell us about the property and we'll shop multiple DSCR lenders — with and without a prepayment penalty — so you can compare. No credit check to see your options.
